New Home Construction Information

It is not the intent of the City to limit growth or inhibit construction, but rather to ensure the proper development thereof through regulatory limitations. In this light, the City of Roman Forest enforces the need for permits to protect the health, safety and welfare of its citizens, the consumer and public interest.
The City of Roman Forest has adopted the 2021 International Building Codes and Amendments and the 2020 National Electric Code as a minimum standard for new construction. It is the responsibility of the builder or homeowner to comply with the International Building & Residential Codes and City Ordinances that apply to their build or project. The builder/developer or property owner is responsible for inspection compliance.

The building process for a new single-family residence on an unimproved lot is typically comprised of six (6) steps.
1. Provide proof of eligibility for water/sewer taps from MUD or PUD authority
2. Obtain a Temporary Culvert permit – allows access across the right-of-way to the property
3. Obtain a Land Development/Logging permit if removing seven (7) or more trees that are four (4)
    inches or larger in diameter. Code of Ordinance Chapter 12
4. Apply for a Building permit - submit plans for review and payment of Fees
5. City issues a Building Permit – authority having jurisdiction (AHJ) giving permission to build
6. Contractor/Homeowner - comply with city building codes and ordinances, passing all inspections.
